The brotherhood meeting was opened by the president, Dick Strecker, at 7:10 p.m.. The minutes of the previous meeting and Executive Board meeting were read and accepted. The treasures report followed:

There will be no chapter meeting next week. The nominations committee will meet next week on Wednesday night. On April 23, 1964, the board of review will be held. April 27 will be the election of pledges.
Move: that the first semester's offices each year memorized the brotherhood's initiation Riche ritual and serve as a ritual team for both semesters. Passed.
Move: that each semester's offices memorize the pledge initiation ritual for each semester. Passed
Move: that we give a vote of thanks to the alumni secretary for his part in writing the alumni newsletter. Passed
Move: that 200 cardboard folders be purchased for use in the brotherhood and alumni files. The money for this to be taken from the 3/15 EA fund. Passed move: that Haskell and Gilbert B. The electrical duplicator which is clogged with ink for an estimate of $12. This is to be taken from the general fund. Past move: that the following be observed to pay for individual guess that the spring banquet a(to charge $.25 extra for each meal for an extra income of $25. The purposes of the treasury appropriate up to $50 from the general fund. Passed
Move: to accept Kutztown state college Kutztown Pennsylvania as an active national chapter. Passed
Move: that the sign-up list for Senate elections on April 23 in April 30 be sent to the GSS girls after the APO pledges of the Albert P. Madiera pledge class have the chance to sign up. Passed
Move: that it shall be the general policy of this chapter and its brothers to me the "rush" but actively sleek, the involvement of for semester freshman project, program, all pledge class of the chapter. Defeated.
Move to form a bylaws committee of the whole. Passed Dave Mitchell took over the chair. Articles wanting to were discussed and voted upon by the brotherhood. After motion to raise in report was passed, chairman of the constitutional and bylaws committee Mitchell reported that article 1 was be adopted by the brotherhood as amended. Article 2, section 1 through four, were considered; section 5 of article 2 was not discussed; Section Six of Article 2 was to be further discussed.
The meeting was adjourned at 9:45 p.m.

bylaws to be adopted by the brotherhood
Article 1 - Membership
1.1 A permanent record of the active, advisory, honorary, and alumni members of the chapter shall be kept on file in the archives of the chapter. This record shall include personal history and permanent address.
1.2 One to two for just cause, and after due deliberation, a member may be suspended from the chapter by the affirmative vote of three fourths of the active membership present at any regular meeting called meeting in which quorum prevails. Suspended members may be reinstated upon a majority vote of the active members present at any regularly scheduled meeting at which a quorum prevails.
1.3 Initiations of persons into Alpha Phi Omega either as active honorary members to subject to approval of the national Executive Board.
1.4 Chapter Honorary Membership without voting privileges may be conferred by unanimous vote of the active membership present at any regularly called meeting where quorum prevails, upon educators, scouters, outstanding citizens, and others whom the chapter determines to have merited such an honor.
1.5 a favorable vote of at least 75% of the active membership at a regularly called meeting in which a quorum prevails shall be necessary to accept persons for initiation into active membership in this chapter.
Article 2 Officers
2.1 the executive offices of this chapter shall be: president, three vice presidents, recording secretary, and treasurer.
2.2 The administration offices of this chapter shall be: to corresponding secretary, alumni secretary, Sergeant at arms, and historian.
2.3 the advisory offices of this chapter shall be those elected by the chapter, and shall include faculty advisors, and scouting advises. One of the scouting advises shall be the scout executive or one of his staff designated by him, and one shall be a volunteer scouter. One of the faculty advisors shall be elected by the chapter is chairman of the advisory committee.
2.4 the elected executive and administrative office shall be elected by the chapter twice yearly at least one month before the beginning of finals at the University of Massachusetts. Any undergraduate officer may succeed himself once if so elected by the chapter. The faculty and advisory officer shall be elected at the time of the spring elections.
The following are still to be discussed:
2.5 This chapter shall elect the voting delegates to the national convention.
2.6 eligibility to hold executive and administrative offices in this chapter shall require a 2.0 cumulative average, and at least one semester's active membership in the brotherhood will pledge class of this chapter. The second semester seniors shall not be eligible to be elected to offices of the chapter. These qualifications shall apply as well to the voting delegates to the national convention.
